With 102 votes in favor and 22 against, the Mexican Senate has approved a new system of standardized hiring and promotion of teachers for the nation’s public schools, based on productivity results and knowledge tests.
This reform has represented the government’s attempts to redeem the quality and administrative control of public education, which, to a large degree, had been in the teachers union’s hands.
The union earned a reputation for corruption and an arbitrary inheritance of jobs between teachers’ family members — allegedly responsible for the poor performance of Mexican schools.
