The International Narcotics Control Board (INCB), a UN watchdog monitoring compliance with international drug treaties, says that Uruguay’s recent legalization of marijuana violates international law. INCB says the Single Convention on Narcotic Drugs of 1961 bans the sale of marijuana for non-medical use.
Raymond Yans, INCB chief, said he was surprised that Uruguay’s government passed the legislation and “knowingly decided to break the universally agreed and internationally endorsed treaty.”
On Tuesday, the Uruguay Senate approved the legalization of marijuana with a 16 to 13 majority. The government will now regulate the production, commercialization, and consumption of marijuana in Uruguay.
