Last Wednesday, the Cuban government announced the national expansion of the state cabs renting system. The experimental program started in 2010 in Havana, and this additional measure creates 20 cab agencies. Although they still be the property of Taxis-Cuba company, the state company will provide greater autonomy for the drivers.
The program will allow the drivers to decide how many trips to make, but they will have to pay income taxes, and they will be economically responsible for the correct functioning and maintenance of the vehicles. Agencies must have a minimum number of state workers, but the program aims include taxi drivers who own their vehicles, as long as they meet the established criteria.
The program is supposed to improve the service quality and solve irregularities in the system, and it is another step from Raúl Castro’s government towards limited economic reforms.
