Leopoldo Garcia Lucero was one of the many Chileans who suffered from torture under General Pinochet’s dictatorship in Chile, which lasted from 1973 to 1990. Now the Inter-American Court of Human Rights has awarded US$22,000 in damages to the exile in the United Kingdom, to be paid by the Chilean government.
Garcia’s case was the first outcome for a survivor of the Pinochet abuses, and it has taken 40 years to get to this ruling. He says he is “not happy, but satisfied because it will now mean there’s been a precedent for the whole world, so something like this will never happen again.”
