Ana Quintana of the Heritage Foundation is on the ground in Honduras, and earlier today she brought attention to the following tweet:
Man at my polling station receivd ballot with vote for mayor already filled out. Got it nullified but he couldn't vote his choice #Honduras
— Laura Raymond (@laurajraymond) November 24, 2013
I asked Quintana to expand on the situation, and here is her email response — unedited, except for the hyperlink:
From what I’ve seen, that’s been the only issue and I haven’t been able to corroborate it. As for the day in general, everything seems to be running smoothly. The voting sites I visited in Tegucigalpa were in good condition and there were no complaints from the Hondurans there. Additionally, the only real concern I have is the transmission of votes from remote areas. At around 1:00pm, a little less than 70% of the voting sites had connected on their computers and scanners with [Tribunal Supremo Electoral]. According to the TSE, those numbers are much higher than 2009. Regardless, this poses a challenge to timeliness of the release of the official result.
I’ll try and send more updates as they come. I’m staying at the hotel the TSE is using as their headquarters and we’re all being guarded by the military. They’ve been nothing but the utmost of professional and respectful of the observers.
